Last week, President Obama once again claimed that he supports an “all-of-the-above” energy strategy like the one that I have long promoted.

Unfortunately, the president's rhetoric simply doesn't match his record when it comes to our nation's energy policies, and Americans are facing greater pain at the pump as a result.

During the three years since the president took office, gas prices have doubled from $1.85 to $3.59 per gallon -- meeting his prediction that fuel prices would "necessarily skyrocket" under his administration's policies.

With no end in sight, families and job creators in Missouri and nationwide are bracing for the prospect of paying $4 a gallon for gas by this summer.

The Obama Administration’s hostility toward domestic energy production was most recently highlighted by the president's rejection of the shovel-ready Keystone XL pipeline project, which would have created 20,000 jobs and decreased our nation's reliance on foreign oil -- at no cost to taxpayers.

More American energy means more American jobs. We need a comprehensive energy strategy that encourages more domestic oil production while utilizing all forms of American energy to help jumpstart private sector job creation and put our nation on a path to greater energy independence.

I stand ready to work with President Obama on an “all-of-the-above” approach to the responsible development of more domestic energy in order to put more people back to work and bring down prices at the pump for families and businesses in Missouri and nationwide.

As the deadline nears for health insurance companies to return nearly $1.4 billion to us for wasting our money, the lobbyists have moved in to stop it.

Two bills have surfaced in Congress to undermine our rebates, putting most of the money we deserve right back into insurance company pockets! I just took action at Consumers Union’s website to fight the lobbyists, and hope you will join me.

One of the most pro-consumer rules in the national health reform law is aimed squarely at how insurance companies spend our money. If an insurance company spends more than 20 percent of our premium dollars on their paperwork, marketing and CEO salaries, we get a rebate, or lower rates.

The deadline for the first round of rebate checks is August 1. And it’s estimated insurers owe 9 million Americans nearly $1.4 billion! But these bills in Congress would undermine that. Please add your voice now to help us fight these bills. Thank you!

As we mark the third anniversary of President Obama signing his so-called “stimulus” into law, most Americans are wondering: What do we have to show for it?

Unfortunately, the answer is pretty disappointing.

With the passage of this costly $825 billion spending bill, President Obama promised that the nation’s unemployment rate would drop below 8 percent.

But instead, Americans saw the jobless rate hold steady above 8 percent for 36 consecutive months – leaving nearly 13 million Americans out of work today.

Meanwhile, we’ve watched our nation’s debt skyrocket to more than $15 trillion – saddling future generations with the burden of this administration’s reckless spending agenda.

And it’s been well over 1,000 days since Senate Majority Leader Harry Reid and the Democrat-controlled Senate met their legal obligation to pass a budget. In fact, Senator Reid has already announced that he has no plans to vote on a federal budget this year.

President Obama introduced his proposed budget this week – which includes the highest tax hike in American history and more of the same out-of-control spending policies that we’ve come to expect.

Clearly, this wasn’t a serious proposal – it was a campaign document from a President worried about saving his own job – not creating jobs for more Americans.

More spending. Higher unemployment. Record debt. That’s what we have to show for the Obama Economy and the so-called “stimulus” debacle.

Missourians and people across America deserve better, and I’m committed to working with my colleagues on both sides of the aisle to help pass policies to reduce burdensome regulations, rein in reckless spending, and provide more certainty for job creators so we can jumpstart America’s economy.

PSC Chairman Kevin Gunn thinks that Ameren Missouri and Kansas City Power & Light may be coordinating rate case filings in order to overwhelm consumer advocates and is launching an investigation.

"I have some concern over the possibility that rate cases have been timed to overwhelm the resources of the commission staff, the office of Public Counsel and any other intervener," Gunn said in letters to Ameren and KCP&L Attorneys. "That would be especially troublesome if there was evidence of communication between the utilities, or internal utility communications, to file rate cases closely together."

“Gunn has vowed to make sure the state's investor-owned utilities aren't taking advantage of a weakened consumer advocate. Regardless of the outcome of the inquiry, he said, ‘I want to make it clear that we're paying attention.’”

This kind of action is what we’re up against. We need your help to make sure that the Public Service Commission stands up for consumers. Contact the PSC to encourage them to investigate these utility companies closely and then share this message with a friend.

In the 2nd Congressional District of Missouri

Minority Staff

In March 2010, Congress passed and President Obama signed into law historic health care reform

legislation, the Affordable Care Act. Millions of Americans are already benefitting from this law:

insurers are no longer allowed to discriminate against children and others who are sick; small businesses

are receiving billions of dollars in tax credits to provide health care coverage for their employees; and

seniors are saving money on prescription drugs and receiving free preventive care through Medicare.

House Republicans will soon vote to repeal these important new benefits, increasing health care costs for

millions of Americans, causing many families to lose coverage, and increasing the national debt by over

$1 trillion. This analysis describes the impact of repeal of the Affordable Care Act in the 2nd

Congressional District of Missouri, which is represented by Rep. W. Todd Akin. It finds that repeal of

the health reform law would have significant consequences in the district by:

 Allowing insurance companies to deny coverage to 122,000 to 310,000 individuals, including

9,000 to 41,000 children, with pre-existing conditions.

 Rescinding consumer protections for 534,000 individuals who have health insurance through their

employer or the market for private insurance.

 Eliminating health care tax credits for up to 15,200 small businesses and 115,000 families.

 Increasing prescription drug costs for 12,500 seniors who hit the Part D drug “donut hole” and

denying new preventive care benefits to 102,000 seniors.

 Increasing the costs of early retiree coverage for up to 9,800 early retirees.

 Eliminating new health care coverage options for 2,100 uninsured young adults.

 Increasing the costs to hospitals of providing uncompensated care by $49 million annually.

Repeal of Protections Against Insurance Company Abuses

Repeal would eliminate the ban on discrimination on the basis of pre-existing conditions. Under the

health reform law, insurance companies can no longer deny coverage to children with pre-existing

conditions and will be banned from discriminating against adults with pre-existing conditions in 2014.

There are 122,000 to 310,000 residents in Rep. Akin’s district with pre-existing conditions like diabetes,

heart disease, or cancer, including 9,000 to 41,000 children. Repeal would allow insurance companies to

refuse to insure these individuals if they seek coverage in the individual or small-group markets. The

consequences would be particularly acute for the 10,000 to 25,000 individuals in the district who

currently lack insurance coverage and who would be unable to purchase individual policies if the law is

repealed.

Repeal would eliminate the ban on annual and lifetime limits. The health reform law prohibits

insurance companies from imposing annual and lifetime limits on health insurance coverage. This

provision protects the rights of everyone who receives coverage from their employer or through the

market for private insurance. If this protection is repealed, insurers would be able to impose coverage

limits on 534,000 individuals in the district with employer or private coverage.    Repeal would eliminate the ban on rescissions. The health reform law prohibits insurers from

rescinding coverage for individuals who become ill. Repeal would allow insurance companies to resume

the practice of rescinding coverage for the 47,000 district residents who purchase individual health

insurance.

Repeal would eliminate other consumer protections. The health reform law protects individuals from

soaring insurance costs by requiring reviews of proposed rate increases and limiting the amount insurance

companies can spend on administrative expenses, profits, and other overhead. Repeal would deny these

new protections to tens of thousands of district residents who either buy their own insurance or receive

coverage through employers who do not self-insure.

Repeal of Benefits for Individuals and Families

Repeal would eliminate the requirement that insurance companies provide free preventive care.

The health reform law promotes wellness by requiring insurance companies to offer free preventive care

as part of any new or revised policies they issue after September 23, 2010. Repeal would allow insurance

companies to charge for these essential benefits, which would increase out-of-pocket costs for 112,000

district residents.

Repeal would eliminate health insurance options for young adults. The health reform law allows

young adults to remain on their parents’ insurance policies up to age 26. In Rep. Akin’s district, 2,100

young adults have or are expected to take advantage of this benefit. Repeal would force these young

adults to find other coverage or return to the ranks of the uninsured.

Repeal would eliminate tax credits for buying health insurance. Starting in 2014, the health reform

law gives middle class families the largest tax cut for health care in history, providing tax credits to buy

coverage for families with incomes up to $88,000 for a family of four. Repeal would deny these credits to

115,000 families in the district.

Repeal of Benefits for Seniors

Repeal would increase drug costs for seniors. Beginning in 2011, the health reform law provides a

50% discount for prescription drugs for Medicare beneficiaries who enter the Medicare Part D “donut

hole” and lose coverage for their drug expenses. The law then increases the discount to Medicare

beneficiaries each year until 2020, when the donut hole is finally eliminated. There are 12,500 Medicare

beneficiaries in Rep. Akin’s district who are expected to benefit from these provisions. Repeal would

increase the average cost of prescription drugs for these Medicare beneficiaries by over $500 in 2011 and

by over $3,000 in 2020.

Repeal would deny seniors new preventive care and other benefits. The health reform law improves

Medicare by providing free preventive and wellness care, improving primary and coordinated care, and

enhancing nursing home care. The law also strengthens the Medicare trust fund, extending its solvency

from 2017 to 2029. Repeal would eliminate these benefits for 102,000 Medicare beneficiaries in the

district and cause the Medicare trust fund to become insolvent in just six years. Repeal of Benefits for Small and Large Businesses and Health Care Providers

Repeal would eliminate tax credits for small businesses. The health reform law provides tax credits to

small businesses worth up to 35% of the cost of providing health insurance. There are up to 15,200 small

businesses in Rep. Akin’s district that are eligible for this tax credit. Repeal would force these small

businesses to drop coverage or bear the full costs of coverage themselves.

Repeal would increase retiree health care costs for employers. The health reform law provides

funding to encourage employers to continue to provide health insurance for their retirees. As many as

9,800 district residents who have retired but are not yet eligible for Medicare could ultimately benefit

from this early retiree assistance. Repeal would increase costs for employers and jeopardize the coverage

their retirees are receiving.

Repeal would increase the cost of uncompensated care born by hospitals. The health reform law

benefits hospitals by covering more Americans and thereby reducing the cost of providing care to the

uninsured. Repeal would undo this benefit, increasing the cost of uncompensated care by $49 million

annually for hospitals in the district.

Repeal of Benefits for Taxpayers

Repeal would increase the long-term debt by over $1 trillion. The health reform law reduces the

nation’s debt by eliminating waste, fraud, and abuse in the health care system, reducing the growth of

health care costs, and preventing excessive profit-taking by private insurers. According to the

Congressional Budget Office, the bill will reduce the deficit by over $200 billion over the next ten years

and by over a trillion dollars in the decade after that. Repeal would eliminate these cost-cutting measures,

adding more than $3,000 to the national debt for each American, including the 690,000 residents of the

district.

This analysis is based upon the following sources: the U.S. Census (data on insurance coverage rates

and types of coverage, small businesses, early retirees, income, and district populations); the Centers for

Medicare and Medicaid Services (data on Medicare enrollment and the Part D donut hole); the

Department of Health and Human Services (data on uncompensated care, Early Retiree Reinsurance

Program participation, and preexisting conditions); and the Congressional Budget Office (data on health

insurance coverage and deficit reduction under the Affordable Care Act).

Some have expressed concerns that this ruling is a giveaway to corporations and labor unions at the expense of the average citizen. Dear Daniel:

In recent days Ameren has began a campaign in support of establishing new rules that allow the Missouri Public Service Commission (PSC) to conduct meetings behind closed doors. Which leaves one to wonder what does Ameren what to hide.

“The rule in question prohibits commissioners from discussing issues with individuals or organizations that could eventually become a part of a contested case before the commission” … read more

The PSC works for the public, but Ameren is trying to restrict public knowledge by suggesting they make decisions without the public knowing how they came to a conclusion. Ameren is the only company that has publicly supported the proposed change. This is the same company that just notified the PSC in the middle of the holiday season it is going to seek another rate increase.

Is there something that Ameren does not want the public to know about? If the answer is no, then why are they in favor of having private meetings about public matters?

THE ARROGANCE OF AUTHORITY

A DEA officer stopped at a ranch in Texas , and talked with an old rancher.
He told the rancher, "I need to inspect your ranch for illegally grown drugs."
The rancher said, "Okay, but don't go in that field over there.....", as he pointed out the location.

The DEA officer verbally exploded and cut him off mid sentence saying,
"Mister, I have the authority of the Federal Government with me !"
Reaching into his rear pants pocket, he removed his badge a nd proudly displayed it to the rancher.
"See this badge?! This badge means I am allowed to go wherever I wish.... On any land !!
No questions asked or answers given!! Have I made myself clear sir ......do you understand ?!!"

The rancher nodded politely, apologized, and went about his chores.
A short time later, the old rancher heard loud screams, looked up, and saw the DEA officer running for his life, being chased by the rancher's big Santa Gertrudis bull......


With every step the bull was gaining ground on the officer, and it seemed likely that he'd sure enough get gored before he reached safety. The officer was clearly terrified.
The rancher threw down his tools, ran to the fence and yelled at the top of his lungs.....

"Your badge, show him your BADGE....... !"

The Older Americans Act of 1965 is the major federal vehicle for the delivery of social and nutrition services for older persons. These include support services, congregate nutrition services, home-delivered nutrition services, family caregiver support, community service employment, the long-term care ombudsman program, and services to prevent abuse, neglect, and exploitation of older persons. In 2006, Congress reauthorized the act for five years, which will expire at the end of this fiscal year absent further reauthorization.

The proportion of older Americans will continue to grow over the coming decades, with the demand for services likely to grow as well. A recent Government Accountability Office (GAO) study released in September 2010 cited that this will cause the cost of the Older Americans Act to expand at an unsustainable rate, even if current spending levels are advanced. This study further recommended that the Department of Health and Human Services study the effectiveness of cost-sharing and means-tested benefits.

In an era of trillion-dollar deficits, and when the federal government is borrowing 43 cents for every dollar spent, accountability for government spending cannot be ignored. Our children and grandchildren deserve better than to have this crushing debt burden passed onto them. With this as my guiding principle, I will continue to keep your thoughts in mind should the reauthorization of the Older Americans Act come before the House of Representatives.

Bank of America fees petition

Bank of America announced a new $5 a month fee for purchasing anything with one of their debit cards. Really, $60 bucks a year just to use our own money. Consumers Union has launched a quick campaign to stop them, and I just sent a message to my lawmakers asking for an investigation. Other banks are considering such a fee as well, so I hope you willl join me. Just click here!

For the first time ever an ozone hole has developed over the Arctic. It's taken scientists this long to analyze the data but about 13 miles up from the surface a hole developed this past winter like the ozone hole over the Antarctic. CFCs (Chroloflurocarbons) destroy the ozone, the ozone layer cools, more stratospheric clouds form & ozone destruction is much more efficient in the clouds...speeding up the proccess.

Serves 4 to 6.   Published September 1, 2008.   From Cook's Illustrated.
WHY THIS RECIPE WORKS:

To develop a steak taco recipe with an indoor cooking method that yielded steak taco meat as tender, juicy, and rich-tasting as the grilled method, we chose flank steak, beefy and tender when sliced thinly across the grain. Pan-searing gave us the browned exterior and crisp, brittle edges characteristic of grilled meat. A paste of oil, cilantro, scallions, garlic, and jalapeño applied to the meat and scraped off just before cooking gave our steak taco recipe a flavor boost without sacrificing browning.

For a less spicy dish, remove some or all of the ribs and seeds from the jalapeños before chopping them for the marinade. In addition to the toppings suggested below, try serving the tacos with Sweet and Spicy Pickled Onions (see related recipe), thinly sliced radishes or cucumber, or salsa.

INGREDIENTS

Herb Paste
1/2cup packed fresh cilantro leaves
3medium garlic cloves , roughly chopped
3medium scallions , roughly chopped (about 1/3 cup)
1medium jalapeño chile , stemmed and roughly chopped (see note)
1/2teaspoon ground cumin
1/4cup vegetable oil
1tablespoon fresh lime juice
Steak
1flank steak (1 1/2 to 1 3/4 pounds), trimmed of excess fat and cut lengthwise (with grain) into 4 equal pieces (see below)
1tablespoon kosher salt or 1 1/2 teaspoons table salt
1/2teaspoon sugar
1/2teaspoon ground black pepper
2tablespoons vegetable oil
Tacos
12(6-inch) corn tortillas , warmed (see note)
Fresh cilantro leaves
Minced white or red onion
Lime wedges
INSTRUCTIONS

1. FOR THE HERB PASTE: Pulse cilantro, garlic, scallions, jalapeño, and cumin in food processor until finely chopped, ten to twelve 1-second pulses, scraping down sides as necessary. Add oil and process until mixture is smooth and resembles pesto, about 15 seconds, scraping down sides of workbowl as necessary. Transfer 2 tablespoons herb paste to medium bowl; whisk in lime juice and set aside.

2. FOR THE STEAK: Using dinner fork, poke each piece of steak 10 to 12 times on each side. Place in large baking dish; rub all sides of steak pieces
evenly with salt and then coat with remaining herb paste. Cover with plastic wrap and refrigerate at least 30 minutes or up to 1 hour.

3. Scrape herb paste off steak and sprinkle all sides of pieces evenly with sugar and pepper. Heat oil in 12-inch heavy-bottomed nonstick skillet over medium-high heat until smoking. Place steak in skillet and cook until well browned, about 3 minutes. Flip steak and sear until second side is well browned, 2 to 3 minutes. Using tongs, stand each piece on a cut side and cook, turning as necessary, until all cut sides are well browned and internal temperature registers 125 to 130 degrees on an instant-read thermometer, 2 to 7 minutes. Transfer steak to cutting board and let rest 5 minutes.

4. FOR THE TACOS: Using sharp chef’s knife or carving knife, slice steak pieces across grain into 1/8-inch-thick pieces. Transfer sliced steak to bowl with herb paste-lime juice mixture and toss to coat. Season with salt. Spoon small amount of sliced steak into center of each warm tortilla and serve immediately, passing toppings separately.

The rule of thumb when buying tortillas is to buy a brand made with nothing more than ground corn treated with lime (an alkali that removes the germ and hull) and water. Look for brands sold in the refrigerator case of the supermarket, as these have few, if any, preservatives and tend to be more moist and flavorful.
STEP-BY-STEP
Keys to Tender, Flavorful Beef

1. Cut: Slice flank steak into strips that can be browned on all sides.

2. Poke: Pierce steak pieces with fork to allow herb paste to penetrate.

3. Salt: Season meat and coat with herb paste; let stand at least 30 minutes.

4. Sear: Cook steak in generous 2 tablespoons oil to promote browning.

5. Slice: Cut steak thinly across grain to ensure tenderness.

6. Toss: Mix steak with more herb paste and lime juice to brighten flavors.
TECHNIQUE
How to Warm Tortillas
Our preferred method for warming tortillas is to place each one over the medium flame of a gas burner until slightly charred, about 30 seconds per side. We also like toasting them in a dry skillet over medium-high heat until softened and speckled with brown spots, 20 to 30 seconds per side. You can also use the oven: Divide the tortillas into 2 stacks and wrap each stack in foil. Heat the tortillas on the middle rack of a 350-degree oven for 5 minutes.
Keep the warmed tortillas wrapped in foil or a kitchen towel until ready to use or they will dry out. (If your tortillas are very dry, pat each with a little water before warming.)

As you know, the U.N. was founded in 1945 in an effort to maintain global peace and security by fostering friendly relations among member states. Since then, the U.N. has set forth many international resolutions and treaties regarding living standards, human rights, health initiatives, global security, counter terrorism, good governance, economic and social development and environmental protections. Some of these proposals have been responsible and have furthered U.S. interests. But others have been wildly irresponsible efforts by dangerous regimes to score political points against our country and our allies. We need to recognize the difference and act accordingly.

The United States is already an international leader in promoting and protecting rights. We must carefully avoid bending to restrictive international law over U.S. constitutional law and self-government. Our democracy is founded upon the rights of citizens to voice their views to one another and to their elected officials.

The most important duty and responsibility of our federal government is to protect the nation from every aggression against its people, their rights and freedoms as citizens, and our independence as a nation. U.N. Treaties and resolution shouldn't be signed just to make U.N. bureaucrats feel useful. Here are a few important points about how the American Jobs Act works, and why Congress should act quickly:

First, it provides a tax cut for small businesses, not big corporations, to help them hire and expand now and provides an additional tax cut to any business that increases wages.
Second, it puts people back to work, including teachers, first responders and veterans coming back from Iraq and Afghanistan, and construction workers repairing crumbling bridges, roads and more than 35,000 public schools, with projects chosen by need and impact, not earmarks and politics.
Third, it helps out-of-work Americans by extending unemployment benefits to help them support their families while looking for work and reforming the system with training programs that build real skills, connect to real jobs and help the long-term unemployed.
Fourth, it puts more money in the pockets of working and middle class Americans by cutting in half the payroll tax that comes out of every worker's paycheck, saving families an average of $1,500 a year. And it removes the barriers that exist in the current federal refinancing program (HARP) to help more Americans refinance their mortgages at historically low rates, save money and stay in their homes.

How can I prolong the shelf life of a tomato?
We’ve heard that storing a tomato with its stem end facing down can prolong shelf life. To test this theory, we placed one batch of tomatoes stem-end up and another stem-end down and stored them at room temperature. A week later, nearly all the stem-down tomatoes remained in perfect condition, while the stem-up tomatoes had shriveled and started to mold. Why the difference? We surmised that the scar left on the tomato skin where the stem once grew provides both an escape for moisture and an entry point for mold and bacteria. Placing a tomato stem-end down blocks air from entering and moisture from exiting the scar. To confirm this theory, we ran another test, this time comparing tomatoes stored stem-end down with another batch stored stem-end up, but with a piece of tape sealing off their scars. The taped, stem-end-up tomatoes survived just as well as the stem-end-down batch.
STEM UP
Storing a tomato stem-end up allows air to enter and consequently loses moisture, shortening shelf life.
STEM DOWN
Storing a tomato stem-end down (room temperature is best) prevents air from entering and moisture from exiting its scar, prolonging shelf life.

The Dinner and the Redhead

A man was dining alone in a fancy restaurant and there was a gorgeous redhead sitting at the next table. He had been checking her out since he sat down, but lacked the nerve to talk with her.

Suddenly she sneezed, and her glass eye came flying out of its socket towards the man. He reflexively reached out, grabbed it out of the air, and handed it back.
'Oh my, I am so sorry,' the woman said, as she popped her eye back in place. 'Let me buy your dinner to make it up to you.'
They enjoyed a wonderful dinner together, and afterwards they went to the theatre followed by drinks... They talked, they laughed, she shared her deepest dreams and he shared his. She listened to him with interest.
After paying for everything, she asked him if he would like to come to her place for a nightcap and stay for breakfast. They had a wonderful, wonderful time.
The next morning, she cooked a gourmet meal with all the trimmings. The guy was amazed. Everything had been so incredible!
'You know,' he said, 'you are the perfect woman.. Are you this nice to every guy you meet?'
'No,' she replies......

Recently we reported a small victory in our fight to keep energy prices affordable, when the Public Service Commission (PSC) denied a portion of Ameren’s rate increase request. But Ameren is back in action again requesting lawmakers allow them to reach deeper in our pockets.
“Ameren and a coalition of other utilities, publicly and privately owned, want lawmakers to approve a bill allowing Ameren to recoup the cost of an early site permit from its customers. Ameren is asking to be able to collect $45 million, of which it has already spent $20 million to $25 million, said Warren Wood, vice president for regulatory and legislative affairs.”… read more

Dear Donna:

Thank you for contacting me regarding the debt ceiling. I appreciate the opportunity to share my position with you.

Earlier this year, President Obama asked Congress to raise the debt limit, as the nation's debt was approaching the legal limit of $14.3 trillion. Since the President entered the White House the federal debt has increased by $3.7 trillion, and Obama asked that he be allowed to increase our federal debt by another $2.4 trillion by the end of his current term in office. This would total over $6 trillion in new debt in one term as President. The call to raise the debt ceiling is an obvious indicator of our national spending addiction. It is also a warning that our national credit card bill is coming due.

Moody's and Standard and Poor's, two major credit rating agencies, recently warned that the United States is facing a down-graded credit rating if we do not get our national debt under control. A lowered credit rating would make borrowing more expensive and reduce tax dollars available for other priorities. Some economic analysts warn that the United States is in worse trouble than Europe if we do not decrease our level of borrowing.

Last year, I introduced legislation to make it more difficult to increase the debt ceiling by requiring a three-fifths majority vote. This year, I introduced the Spending Priorities Act, a failsafe spending plan to manage federal spending if the United States Government reaches the statutory debt limit or experiences a funding gap. Such legislation is prudent but it is not sufficient.

We must end our nation's addiction to spending. At the current pace, our national debt will exceed the size of our economy in two years. Within three years, the interest on our debt will cost our country $1 billion each day. As Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, said last year, "The most significant threat to our national security is our debt."

I firmly believe that any debt ceiling increase must be accompanied by real cuts in current spending as well as long-term budget reforms. We must show our creditors and the entire world that we recognize the severity of our current economic situation and that we will control our debt before it controls us.

I believe that we should also pass a Constitutional amendment to cap the size of the federal government and tie it to a percentage of our gross domestic product (GDP). We cannot afford the amount of federal government we have today, but there are those who continue to advocate for even more federal borrowing and spending. A cap on the size of government would prevent the radical growth in government that we have seen in recent years.

Americans know that the credit card bill eventually comes due. When I talk to people in Missouri, the message is crystal clear – change "business as usual" in Washington and stop the overspending.

Providing for the common defense is also one of the most important roles of the federal government, and is clearly required by the Constitution. At a time when we still have thousands of our men and women in the line of fire, dramatic defense cuts are simply unacceptable. In the worst case scenario, this debt ceiling bill could result in roughly $1 trillion in cuts to the military. Almost half of the debt ceiling increase may come at the expense of our national defense.

While Speaker Boehner and others negotiated in good faith, I was concerned that the proposal (S. 365, the Budget Control Act of 2011) might actually make it less likely that we could address the central problem of radical deficit spending. While the new proposal has a balanced budget amendment as one option for a future debt ceiling increase, I am skeptical that the President or Democrats in Congress will be willing to support a balanced budget amendment while there are other paths available to allow for continued deficit spending.

While some argue that a balanced budget amendment is unachievable with the current political landscape in Washington, our nation needs a balanced budget amendment now more than ever. We have had problems with deficit spending for much of our history, but we are approaching the point of no return. A balanced budget amendment would force us back on a responsible path. If not now, when? If not us, who?

The Budget Control Act of 2011 passed the House of Representatives on August 1, 2011 by a vote of 269-161. This legislation makes no cuts to Medicaid, Social Security, unemployment insurance or civilian and military retirement. With respect to Medicare, if the Joint Select Committee established under this legislation fails to produce a savings of $1.2 trillion for deficit reduction, the difference is made up by sequestration. This means that Congress must find savings evenly between defense and non-defense spending including Medicare. However, the cuts applicable to Medicare are capped at 2 percent of the program.  I believe this legislation fails to address the problem at hand, and it threatens to severely degrade our national defense with a possible trillion dollars in cuts to our military. For these reasons, I opposed this bill. This legislation was passed by the Senate by a vote of 74-26 on August 2, 2011. Following final passage in the Senate, President Obama signed this into law on August 2, 2011.

Wife’s Riding Lawn Mower - FOR SALE !!!

Carol always wanted a riding lawn mower.
She is always tired at the end of the day,
and thought that a riding lawn mower would help her get the yard work done quicker
so she would have more time for the chores inside the house.
SO, being the handy sort of guy that I am, I made her a riding lawn mower.
I guess I thought she would squeal with delight or something and give me a big hug.
To this day I have never been able to understand
why some women are so hard to please.

As you know, the Universal Service Fund (USF) is supposed to promote more affordable telecommunication access and availability for consumers. The Fund has grown to over $8 billion a year, but its focus has not changed even as the way people communicate has.

I believe that the USF needs to be refocused, moving away from traditional land-line phone subsidy and toward expanding broadband service to unserved areas of our country. This shift cannot and should not be done overnight, but we need a plan to move forward gradually.

The commercial sector has done an incredible job of expanding broadband access and availability across the country. It is clear that they cannot shoulder the costs alone. The federal government, through the USF program, has a role in sharing this cost, and I will continue to work to ensure that this change meets our country's evolving communication needs.

The federal Defense of Marriage Act was enacted in 1996 by large bipartisan majorities in both houses of Congress and signed into law by President Bill Clinton. It insured that states would not have to recognize same-sex "marriages" from other states, and that the federal government would recognize only the union of one man and one woman as "marriage."

Unfortunately, a small but vocal minority of the population has undertaken a campaign to undermine traditional marriage. H.R. 1116, the Respect for Marriage Act, is a recent attempt to redefine marriage. This bill was introduced on March 16, 2011, and it is currently under review in the House Judiciary Committee. If passed, it would repeal the Defense of Marriage Act, and give marital status to any person who was married in a state where it was allowed, regardless of whether the marriage was between one man and one woman.

42 states have passed Constitutional amendments or statutes to affirm the definition of marriage that has been in existence for centuries, but non-traditional marriage is legal in five states and the District of Columbia. Support for the Respect for Marriage Act has been growing, and it is an important issue in Congress at the moment.

I believe the attack on traditional marriage is a seminal issue facing our country. America has a strong tradition of recognizing the family as a basic building block of society. There are many types of families, and I honor the sacrifices of single parents, foster parents and grandparents who undertake the responsibilities of parenting again. Yet, studies have consistently demonstrated what we have long known – the most healthy and stable environment for childrearing is a home where a mother and father love each other and both love their children. This is why I support and will continue to fight for the Defense of Marriage Act.
